Localret and Smart City Cluster join forces to accelerate the digital transformation of municipalities and advance toward smarter and more sustainable cities

The two organizations sign an agreement to establish a stable space for collaboration in designing strategies that foster territorial development.

Málaga, October 6, 2025. – The Localret Consortium and Smart City Cluster have signed a collaboration agreement that opens a stable framework for cooperation in developing innovation within the municipalities of this network.

This agreement, sealed during the celebration of the Greencities Forum in Málaga, includes the exchange of information and knowledge between both entities, the organization of conferences and outreach activities for municipal leaders, as well as the exploration of joint actions in key areas such as artificial intelligence applied to the public sector, cybersecurity, and the smart management of urban resources.

Furthermore, the agreement constitutes a strategic alliance to generate projects, share knowledge, and establish common positions in the smart cities sector. Both entities may propose initiatives aimed at studying and improving their professional activities for the benefit of the general interest. The creation of expert committees is also foreseen; these will evaluate, in each case, the suitability of studies, projects, or initiatives mutually agreed upon, contributing ideas, offering recommendations, and suggesting improvements.

Through this agreement, both entities will collaborate in designing strategies that promote territorial development, create spaces for dialogue and forums that strengthen the positioning of network municipalities, and organize meetings for municipal leaders, best practice workshops, and training sessions for city council technicians.

In this regard, Andreu Francisco, director general of the Localret Consortium, explained that they are working to facilitate the use of shared tools in the field of smart cities:

“The challenge of implementing city intelligence is essential for more efficient management and more precise, data-driven decision-making,” he stated.

For his part, Martín Carrillo, president of Smart City Cluster, described the agreement as a fertile ground for municipalities to respond to citizens’ demands alongside the national smart city industry:

“This agreement will help citizens live in cities that are more connected, sustainable, and easier to manage,” he emphasized.

Localret is a consortium that currently brings together 907 municipalities, 35 county councils, the 4 provincial councils, and the Barcelona Metropolitan Area, specializing in telecommunications infrastructure and the digital transformation of municipalities.

Meanwhile, Smart City Cluster, representing the urban development industry in Spain, is an alliance of over 200 companies and institutions working together to develop innovative solutions that make territories more sustainable, efficient, and livable.
